Wherever the Freak Brothers go, good ol’ Norbert the clean-cut and clueless narcotics officer is sure to be nearby trying to “bust” the freaky geezers.  His determined efforts have variously led him to be on the receiving end of elephant tranquilisers, LSD, and nitrous oxide. 

He’s characterised by his complete lack of understanding and demonising of the drug culture of the day and represents the misinformation and propaganda about drug taking that was passed along to the public in the heady days of the 60’s.  Quite possibly the straightest guy on the planet (if you don’t count all the times the phreaks put the stymie on him!).
