Habitually dressed in fine cowboy gear, Freewheelin’ Franklin is the smartest and most streetwise of our perpetually stoned trio. Unlike the other two freak brothers, who come from relatively well-off backgrounds, Franklin was brought up on the streets after being abandoned as a child. Franklin's parenting skills are not much better though as in one adventure he is horrified to see his ex lady in the street acompanied by a minature Franklin. He immediately sneaks off lest he is recognised by his unknowing family.

He's continually being blown away by the sometimes ridiculous activities of the other two, such as the time Fat Freddy and Phineas throw their beloved tee vee out of the window during an argument. His purpose in all of the storylines seems to be to provide a bit of a common sense counterpoint to Phineas and Freddy, and he often gets the other two out of trouble with his quick thinking. He even pretends to be the host of a hidden camera TV show when Freddy trashes a convenience store in the midst of a munchie attack feeding frenzy.
